1. May I know the NTP server address you are using? Have you tried to put in a public NTP server address manually?
2. Yes, if you choose manually or via PC sync, it will be lost after a reboot. It's designed to be like that.
I just have a test on my end and I can sync the time from Internet automatically.
Please make sure you have Internet access on the WAN port of the ER605. It will take like 3-5 minutes to sync the time after WAN getting Internet.
