EAP650 Heartbeat missed, Provisioning, Configuring, Connected, constantly happening

I have windows based Omada SDN controller, I have many differnt AP's. 225, 245, 610, 610-outdoor 615-wall. Ive also had 225-wall and 225-outdoor.
I recently connected 650 and it just keeps going round in circles. It Adopts provision configures and then connects. Then it will say heartbeat missed and start over again. This just keep happening. Ive got 2 of them and they are both the same. I got a 610 for a customer (Newer small version) ans it works fine. Ive updated Controller firmware a few times now. Upgraded and downgraded AP's firmware but still no luck. Ive done many Omada installs over the years. 650 is HW V1.0 FW 1.0.3 Controller is now on 5.5.6 but ive upgraded it a few times as Ive been having this issue for about 3 months

I have the exact same POE problem with EAP650.
I have:
3 pieces EAP650 v1.0 that all have the POE problem. Firmware 1.0.6
4 pieces EAP653 v1.0 which works perfectly with POE. Firmware 1.0.4
1 piece EAP670 v1.0 which works perfectly with POE. Firmware 1.0.6
1 piece EAP655-wall v1.0 which works perfectly with POE. Firmware 1.0.0
Switch: TL-SX3206HPP v1.0. Firmware 1.0.2
Ethernet: 6a (new short cables)
Controller: OC300 v 1.0. Firmware 1.14.7 Build 20221206 Rel.60706. Controller v. 5.7.6
Everything is updated to the latest firmware.
PS. The EAP650 works fine if power is supplied through the supplied TP-Link power adapter. But not with POE from TL-SX3206HPP or from Netgear GS316PP.
Are there any solutions?

Most switches don't work for me but when I used a Poe injector it worked. This is just silly. I've tried many different switches and all of mine didn't work. I've used 0.5m patch leads from switch to ap and it didn't work.

Now I have heard from TP-Link support.
With reference to option A - Have you tried this switch: GS316PP ?
(I don't have this switch)
I am testing option B even though I think it is not a workable solution for me as I would like to use the Omada Controller.
Here is feedback from TP-Link support:
Thank you for contacting TP-Link support.
There are two options.
A.Connect EAP650 with GS316PP to see if the issue still exist.
B.Please try to change the PoE power supply configuration refer to the following instruction.
Step 1. Forget this switch on OC200.
Step 2. Log in to the standalone management page of TL-SX3206HPP v1.0, enter the username and passoword.
Step 3. Click PoE Config under the PoE option on the left, and the PoE status list will appear on the right.
Step 4. First select the port connected to EAP650(EU) 1.0, and then configure PoE Status/PoE Priority/Power Limit/Time Range/PoE Profile/ to Enable/Low/Manual(12W or above)/No Limit/None respectively. Then click Apply.
(Note: After you change the PoE settings of the switch, you could not use OC200 to manage it, because the OC200 will override the related settings.)

I dont have Netgear GS316PP. I have a GS116LP which isnt a smart switch. I also hav Zyxel GS1920 HP which is an L2 switch but i cant make the changes in line with option 2. I also tried a few tp Link switches but they are also not smart switches so cant make the changes
