REOLINK Cameras not accessible via wireless.

I have my ReoLink Track Mix camera connected via wireless through EAP653. The EAP and the ReoLink NVR are both plugged directly into the ER7212PC. They are all on the same vLAN, there are no ACL's. The NVR can not see the Camera, I can not browse to the camera but I can't ping the camera. When I connect to the camera via the internet/mobile app, I can see the device and manage the device. I'm not sure what is happening and I've been working on this for about a month. I tried adding the following ACL.
Once I added the ACL, I could ping the device, but I still can't access the device to manage it, but I can still manage it via the internet.
After adding the ACL(s). The NVR still can't see the device.
Any idea what I am doing wrong?
