Hardware Version: V2

Firmware Version: 2.2.5 Build 20240522 Rel.75860

I have an ER605.
I have configured the ER605 as an OPENVPN server.
Is there a way to allow the ER605 OPENVPN server to assign a static IP to clients that connect to the VPN ?

No it's not, if you want to have a static IP on your VPN client you have to use Wireguard
