Can a ES210GMP be managed without an OMADA controller? I already have a SG1218MPE in this LAN and want to add another PoE switch.

SG1210MPE is now difficult to get, can I manage ES210GMP only with its own web-based management GUI, similar to  SG1210MPE?

Omada products support standalone mode. You can still access its web page via its IP address.
