DHCP client wont reset

Router: TL-ER6120 - V1
I have setup a DCHP server for a scope of 20. The router lists the DHCP clients that no longer exist, therefore the scope is full. I had to reboot the router in order to clear the old dhcp clients and freed up ip addresses.
Any sugestions?
