With firewall control our services run fine from site to site. Once we turn on bandwidth control, the services fail and we have to enable specific ports (virtual servers) for the services to work again.

What effect does bandwidth control have on the firewall setup?

well, that's weird. Bandwidth control and virtual server are two totally different functions. virtual server do the port forwarding while bandwidth control operate on the bandwidth.
