TL-R600VPN cannot get WAN IP from ISP

I recently tried to hook up a TL-R600VPN to serve as my primary router to replace a D-Link DIR655 that has been giving me problems.
However, when I connect everything up, the TL-R600VPN cannot get an IP from my ISP. I have a dynamic IP address, but the router does not seem to be able to communicate with my ISP's DHCP server. When I reconnect my old router, it immediately is able to get an IP address and everything is fine.
I did try to update the firmware to the latest version, but the problem persists.
Am I missing a step in this process?
