Yes, it is very simple to do!
I have the TL-ER5120 router, and I assume the R470T+ has a similar web interface.

The first step is to give each modem a unique LAN IP address by logging directly into the modem using a PC.
For example: Modem 1= 10.0.3.1, and Modem 2= 10.0.4.1

Once that is done, go into the R470T+ interface: Network/Wan/Wan1.
Just under the PPPoE settings you will see "Secondary Connection".
Set the Secondary connection to Static IP, and enter the LAN IP you assigned to modem1+1.
So the IP address you enter for Wan1 will be: 10.0.3.2. and the subnet mask would usually be 255.255.255.0
After entering those values for Wan1 click the save button.

Now click on the Wan2 tab, and repeat the same steps under "Secondary Connection".
Select Static IP, and enter the LAN IP of modem2+1.
So the IP address of Wan2 would be 10.0.4.2, subnet mask 255.255.255.0.
Click save.

Now you will be able to access your modem interface by typing 10.0.3.1 for modem1 and 10.0.4.1 for modem2 without disconnecting any wires!

Yes, the TP-Link site is frequently down, that would explain the unavailability of the forum!

I have checked the Emulator on the TP-Link site for both the R470T+ and the R480T+, and they are both showing the availability of "Secondary Connection" for the Wan.

At first I thought your firmware may be outdated, but you do have the latest firmware for your device.

Have you tried clicking the advanced button at the bottom centre of your screenshot? Maybe the option is there.

If that does not work, then you will need to wait for a firmware update that will incorporate this missing feature.
