Load priority across WAN links ?

HiI have a ER5120 (v2), and have three WAN links defined. One is a slow uncapped DSL line (WAN1) that gets congested quickly, one is a fast uncapped LTE (WAN2) and the other is a pay as you go LTE (WAN3).I have configured WAN1 and WAN2 as primary, and WAN3 as the backup. I've also entered their speeds appropriately in the WAN port definition page. My query is how do I ensure that WAN1 is only used when WAN2 is full ?Thanks!
