I have the TL-R470T+ dual WAN router, with service from Time Warner on WAN1 and Windstream DSL on WAN2. I'm using DHCP reservation to assign static local IP addresses to all my devices, so every device has under the column "Lease time", the words "Permanent". Then I saw a MAC address pop up with no description, and is not one of my devices, so I created an entry in MAC Address filtering, and specified Deny service to that MAC address. It is now several days later, and that MAC address is still in the DHCP list, so it's still getting access. How is that possible?

First identify what the MAC address belongs to by doing a search. Use any search engine to find a resource for MAC address/ OUI / IAB lookup.

Cisco SPVTG. I looked up what that stands for and it's Cisco Service Provider Video Technology Group. Uhm, I don't have a Cisco device

Disable IGMP Proxy. Disconnect WAN1. Reboot router. Check for foreign device DHCP lease.
If device shows up again, Connect WAN1, disconnect WAN2. Reboot router. Check for foreign device DHCP lease.
