Can I download recordings in bulk from the NVR1108H-W over WAN?

I am buying the NVR1108H-W network video recorder. From the pictures on Amazon, as well as this video on YouTube (released by TP-Link Malaysia), the NVR has a WAN port.
I already have the Tapo C210 camera which records to local storage, and the Tapo app allows me to download portions of recordings only where any event is detected. But the above NVR is for the Tapo C510W, and is meant for outdoor recording where I want to keep at least six months of footage. I am mostly connected to a different Wi-Fi than the one to which the camera and NVR will be connected, and I want to download videos from this external network.
My question: Is it possible to download recordings from the NVR, of a specified interval (irrespective of any event detection), over the internet? i.e. without disconnecting the HDD inside the NVR.

Thank you for the response; glad to know that I can export footage. Could you please send a link for the web interface to access the NVR? (Not the app.) And maybe a link to a manual or something that tells me how to set up the NVR for secure external access? Probably I have to do some port forwarding too?

Search this model and you will find its support page. On the support page, you will have the QIG or User Guide.
The device, if you connect it to the modem directly, that'll require port forwarding and you have to own a public IP address.

So if I connect it to the router, I'll have to do port forwarding, and I need a public IP? That makes things a bit difficult, I guess. But if I connect to the NVR's LAN via Wi-Fi or Ethernet, then I can export recordings, right? Because the user manual I found here: https://www.tp-link.com/my/support/download/vigi-nvr1108h-w/ doesn't say anything about exporting.

I'm sorry I keep bothering you, but I want to make sure I understand everything before I buy something. I entirely understand the public IP thing; I was thinking that there would be a way to use my TP-Link ID and register the NVR to it, and thereafter connect to it via the ID from any remote device. Probably something like that doesn't exist, if I am correct. So let's just focus on access via LAN for the moment.

Under the "Storage" tab, there is no option to export recordings. In fact, such an option is unavailable under any tab.

If you relay your stream on our cloud, that's doable. Everything is based on our cloud server. But that's not what you described in the first place.
You cannot export the videos like local access because we don't offer that bandwidth to each customer to download their videos. The most expensive thing in cloud storage is the bandwidth. That means if you want to utilize your download speed, we have to buy a lot of bandwidth for each user for their max download and we need to host different CDN possibly. That increases the cost tremendously.
Like I said, do this with a public IP which is like hosting a server yourself and you access the NVR directly, you have many options and the export video speed is dependent on your upload speed of your fiber line.

I completely understand the issues if everyone is offered full bandwidth on the cloud. As I said, let's focus on local access at the moment. If you could watch the video I posted in my last reply, there is no export option, even via local access. That's what's worrying me at the moment.
