TL-R600VPN not allowing an L2TP VPN to a Meraki MX80 security appliance

I recently purchased a TL-R600VPN router and I'm unable to connect to my work VPN using my work laptop when on my local LAN. The laptop is a newer MacBook Pro with OS X El Capitan and I'm connection via the Mac network preferences.
The VPN is to a Meraki MX80 via L2TP. Simple network setup: Wifi access point into the router and then out to ISP.
Troubleshooting/steps:
1) If I bypass the router and connect directly to my ISP WAN connection my vpn works
2) Doesn't matter whether it's a wired or wireless connection - neither one works
3) Have turned off the firewall - didn't make a difference (it's now back on)
4) All of the VPN pass through settings are set to allow pass-through (IPSec, L2TP, PPTP)
I am not a network genius but I know the basics. Any help anyone can give me would be much appreciated. I would be happy to answer any questions.
