TL-R470T+ Two WAN, one high ping, one low ping

I am using the TL-R470T+ V4. I have two WAN connections, one is a DSL connection with a typical ping of about 22ms as a standalone, the other is a Satellite connection with average ping around 611ms as a standalone.
Attempting to load balance the two, as it is now I will get a ping < 25ms about 50% of the time, the other 50% it will run > 600ms.Is there a way to configure this router to always get a decent ping in load balance?
