ER7212PC firmware update problem

I'm dealing with an issue on my TP-Link Omada ER7212PC and need some advice before I take any irreversible steps.
The device failed to boot after a firmware update. I used the Emergency Recovery Mode to flash the firmware. I tried both ER7212PC(UN)_V1_1.3.2 Build 20251015 and the older 1.3.1 Build 20250220.
Current Status:
• The underlying router/switch is working fine. The internet and local network are fully operational using the old configuration.
• The Omada Controller / Web UI is dead. When accessing the IP after reboot, the loading progress bar gets stuck at 71%, and drops to 0% after a page refresh. (Ruled out browser cache via Incognito mode).
I do not have a recent backup of the controller configuration. I am hesitant to do a hard Factory Reset because I want to avoid losing the entire network setup (or worse, bricking the device completely).
1. Has anyone experienced the Web UI getting stuck at exactly 71% on the ER7212PC? Any known fix without data loss?
2. Is there any way to extract the current configuration (.cfg/.bak) via SSH or other methods while the Web UI is inaccessible?
3. Is a Factory Reset completely safe from a hardware perspective in this specific state (no risk of bricking)?
