VPN though NAT and WDS

Got a complicated situation here.
I have a client with two offices.. One has a regular dumb cable modem with no NAT.. and that connects to a ER604W. So the global address is assigned directly to the VPN router.
The network here is 192.168.1.0
On the new office, he has his residence upstairs and office downstairs. The primary router has NAT enabled and there is no data cable to downstairs, so I setup an ER604W down there, that's getting the internet signal via WDS from the upstairs router.
The NAT router (provided by the ISP) received the global IP, and the LAN network here is 192.168.0.0. The NAT router is 0.1 and the VPN router is 0.2
Is there anyway to configure the two networks to connect over the VPN?
At the new office I have forward the ports from the NAT router to the VPN router. And gave the VPN router a static IP and set the address as a DMZ address.
