Recommendation to buy a Ip balancing and traffcic control router

I have a network behind two routers:
One router 192.168.2.1/24 with ports redirected to some servers in the 192.168.2.0 network
Another router 192.168.4.1
The 192.168.2.0 network is divided into two subnets (upper half, lower half) physically separated.
I am planning to use a router to connect the 192.168.2.1 router to one WAN port, thje 192.168.4.1 router to another WAN port, and each subnet to one LAN port.
The goal is
1) The incoming connections from the internet through the 192.168.2.1 router must be forwarded to the servers
2) The outgoing connections from the local net must be balanced through 192.168.2.1 and 192.168.4.1 routers
3) Be able to control bandwidth on both subnets
I have been watching TL-ER5120. I wonder if it is the right choice or not.
