How Configure TL-R480T+ Policy Routing

We can see that it is very simple, but I can not configure the router policies for the following function.
PCs 3 and 4 can not switch between modems, this would change the ips and cause some security procedures to fail, which allows only 1 ip per session. I got in touch with TP Link and they were very attentive and they passed me how to change the policies, but I did not succeed, maybe it's the ips distributed by the Asus router. I can not let the TP link route my whole network because my asus router would lose the bandwidth access used among other functions.
Does anyone have any way to change this policy based on my network?
