port forwarding not working

i have a TL-R480T+
i have set up a port fording to an internal address
via Advanced settings > forwarding > Virtual servers
and i put the port 81 to be forwarded to an internal address
but seems that the port 81 is not opened, (i cheched over internet to see if it was still closed or not and it is closed)
my question is : where to open a port, for the forwarding rule to work ?
