TL-SG1016D power LED flashing

I have recently purchased a TL-SG1016D for desktop use and when I connect the power cable, the power LED is flashing green. I have checked the instructions manual and this indicates "abnormal power". I tried different wall sockets around the house and the problem is the same. Any ideas?
