Hello, i have set my cpe 210 succesfully to range extender 3 years ago and had to reset it today.
I am now unable to connect to the management page even though i have changed the ip adress as said in the manual, when I type 192.168.0.254 the browser simply does not display anything.

Is there any way to fix this? (using windows 10)

Now, you need connect PC to CPE210 directly, then configure the static IP for PC, Reset CPE210 to the default factory setting.

If you cannot ping 192.168.0.254, In my opinion, there are something wrong with you CPE210.

Maybe you need contact with TP-Link support for RMA.

Do the reset and configuration as TPTHZ said. Then, in command line, run:

netsh int ipv4 reset

Then connect to the device at 192.168.0.254
