CREATING VOUCHERS IN EAP 110

Good day guys, I have a little confusion here. Let's say I'm creating vouchers for my WiFi business and I want to limit the download/upload rate of my customers.
If I set all the vouchers to 2Mbps, and if there is 10 customers log in at the same time will they be receiving 2Mbps each, or they will be sharing it equally making their speed 0.2Mbps each?

When we create voucher codes, we can set a code as multi-user, that is to say, many clients can use this code to access the internet at the same time.
But we set the rate limit when we create codes, for example, we set the rate limit as 2 Mbps, all clients will be limit as 2 Mbps each.
