Maybe this is the reason why the new firmware cannot downgrade back to the old firmware.

If the SFP module cannot work with the 2020 firmware's T2600G-28SQ, can you share the information about the SFP module? You can try to change the port speed(compatible with module) and Duplex(Auto or Full) on the SFP port.

The problem occurs only with SFP+ ports, the 1GE Sfp ports works normally, I forget to mention this!

In telnet I see the switch recognize the SFP+ module, but the port just dont go up, and in the other side (HUAWEI S6730) I see the RX signal.

The SFP modules are:

WDM13-R40 and WDM12-R40

This looks like a compatibility issue after the update. Like John mentioned you can try to manually fix that, will that work? If not, you should wait for TP reply. Maybe downgrade or next update to fix it.
