ER605 phantom 169.254 address

I have constant traffic from a 169.254.11.22 address that I believe is internal to the router.
My router has a very simple setup LAN1 -> WAN1 via Policy Routing
Router config:
WAN1: 192.168.12.x
LAN1: 192.168.1.x
DHCP disabled
The address shows up in the Status -> Traffic Statistics -> IP Statistics table as a constant 1 pkt/s. I've port mirrored/packet captured the WAN1 and LAN1 ports and never saw a 169.254 come through either port which leads me to believe this could be internal to the router.
Any suggestions on further troubleshooting?

Yes, it is designed like this. The 169.254.11.21 is the br-lan IP for the SDN gateway, all the SDN gateways have the br-lan IP.
You have 169.254.11.22, maybe they have changed the ip or there is different on Omada SDN and stand alone.
