TL-R470T+ Online Detection issues

I have WAN1 and WAN2 in use. WAN1 goes to a 192.168.x.x network, the only other device being an internet gateway. WAN2 goes to a satellite modem.
Online detection is problematic for WAN1, not WAN2 (so far.) WAN2 is a stable connection, WAN1 has been going up and down.
If I set online detection for WAN1 to "Automatic" I get false positives (router assumes it's online when it's not.) The documentation says "Automatic" uses the gateway for "Ping" and the DNS entry for "DNS Lookup". The gateway is always up because it's a local device, but the DNS server isn't contactable during downtime.
If I set online detection for WAN1 to "Manual" with both "Ping" and "DNS Lookup" set to 8.8.8.8, I get false negatives (router assumes it's offline when it's not.) To fix this state, I can manually change the configuration for "Ping" to use 8.8.4.4, and instantly it will realize it's online.
This is very problematic, and should be a simple function. Any advice?
