TL-ER7206 Adopting -> PROVISIONING never ends

Hello,
I do have switched from a Software Omada Controller to an OC200.
Controller Version: 5.0.30
To do so I reset all devices and started with a fresh and empty config, but the Gateway never ends provisioning.
The first thing I did was to reset the Gateway and Updated the Firmware in Standalone Mode but this didn't solve the issue.
The Gateway still keeps cycling between adopting and Provisioning.
Before I changed to the OC200 I was running on an Raspberry pi, inside a docker container, the Controller Version 4.4.3 and the ER7206 was running Version 1.1.0, without any issues.
Someone mybe have an idear what i can do now?
