Using 2 ISPs one, Starlink has been up and down. Fail over seems to be working but our back-up ISP charges by the gigabyte.

How can know I which WAN is in use at any one time? they both show 'connected in Network|WAN tab. and how can I force one or the other? same tab, Disconnect one I don't want to use?

If I understand correctly, you have set up a link backup, right, then you can go directly to online detection to see which WAN is in use.
As for forcing a particular WAN to be used, just go directly to Network ----WAN, click on the WAN you want to operate, and then manually click connect or disconnect.
Of course the above is based on you using the router in standalone mode.
