tl-er5120 backup line not activated when primary line is down

tl-er5120 backup line not activated when primary line is down

hi,
The TL-ER5120 over failure works well whenwe unplug the primary internet connection (Numericable) directly from the TL-ER5120,
but when the internet line drops down at the entry of the internet provider router (numericale), the TL-ER5120 doesn't recognize that as a failure.
And then, the TL-ER5120 doesn't switch the backup line (Belgacom).
Is there anyway to setup the TL-ER5120 properly (to recgnize the dropdown of internet signal as a failure).
