I have the SG2428P(UN) 5.30, currently running FW  5.30.18 Build 20260310, standalone mode. First symptom I noticed on first boot was slow responsiveness - clicking any item on web management interface required several seconds to load the page. I have many tp-link switches in my network - some over 10 years old - and all of them react much faster than this brand new one. Another symptom is that CPU load indicated under Maintenance->CPU monitor constantly hovers around 45% on idle, and easily jumps to 90+% when I use the web management interface. The switch has default configuration - only updated to latest FW and set up administrator password, only one computer connected and browsing the UI. When delivered, the switch had a previous firmware version (I don't remember which one) - but upgrading didn't change anything.

Is it normal behaviour?

Based on the switch behavior you described, this does not appear to be normal behavior. Could you please follow the steps below to complete initial troubleshooting:

1. Disconnect all devices connected to the switch, including any upstream network devices. Only power the switch. Set a static IP address in the 192.168.0.x segment on your PC, connect the PC directly to the switch, then log in to the management interface via the switch's default IP 192.168.0.1, and check whether the CPU usage drops.
2. Try performing a factory reset on the switch, complete the initial setup only by configuring the administrator account and password for the login interface, then check the CPU status again.
3.Please also confirm that the operating temperature of the switch is within the normal specified range. In rare cases, hardware issues can prevent the switch's CPU from idling properly even when the device is under no load.
