V2 and V3 use different chipsets and that's why they have some different features. In your case, try IP filter (Security---IP Filtering).

It can be fulfilled with URL filtering for V3... Go to Parental Control---URL Filter to do that.

What's the hardware version and firmware version of your W8968? Is the firmware up to date? Provide the topology pls.
