@Kevin_Z I cannot change this setting from the owners mobile. Very strange that the language is decided by the language of the mobile. Is there no other option?

Both Deco M5 and M9 maintain that it is up to date. But that is not correct, see attachment images. The web browser link http://tplinkdeco.net and my IP is not working. How do I fix this?
