I want to use a cell model as a wan connection but there no wiring near the area that will provide the best reception.

Is there a way to connect the cell modem to a WIFI SSID (VLAN) and have the SSID VLAN act as a WAN port?

No... that is not possible.

Maybe able to Cell Router and plug it into a WAN port. Like a Sierra Wireless device.
