you most likely did not make a mistake. the problem is the TL-R605, this device is so buggy. I had the same problem as you and I was going crazy, especially when configuring site to site vpn tunnel. after a lot of mistakes and trying, I have come to what you cannot do.
Start with and set the TL-R605 to deafult, delete all VPN tunnels and start over. try and adopt, if you get this you can carefully start with VPN tunnels.
But be aware of the following.
1. Do not use Multi LAN to Mulit LAN only one to one
2. Do not use DPD in IKEv1 tunnels.
3. Do not use one click VPN
4. set external DNS on each LAN interface ex 1.1.1.1 and 8.8.8.8 (dont use TL-R605 as DNS repeater.)
you can also try and disable block ping off death. this feature I think creates problems with VPN
for me, it has worked pretty well since I followed these rules.
I have about 20VPN tunnels against both tp-link, Cisco and unifi networks with little problem just now.
Just remember One VPN tunnel to one LAN. You can create many separate VPN tunnel to one host if you need access to other remote LAN.
God Luck :-)

thanks to Shberge,
in the mean time, the TL-R605 became connected, just out of the blue....!
but still have troubles with tunnels and I will use your hints to get this done!

To your information,
This illustrates how unstable and buggy the TL-R605 is
Today, IPSec vpn joined my second TL-R605 stop working overnight without done anything with the configuration. VPN for Cisco and Unifi still worked., I tried delete and recreated VPN tunnels again for TL-R605 without this helping, in the end I had to run a full restore off OC200 to get VPN to work again. after restore everything is fine again.
So my tip is, DO NOT put this device in production if you depend on everything working at all times, the device is highly unstable and stop working over night without any changes in the configuration.
This is not the first time this happen, I have restored OC200 5-6 time in the last 30day. (have good backup off the system )
