It seems to be caused by network connectivity, please ensure the wireless client obtains a valid IP address from the voucher WiFi before loading the wifi sign-in page. If not, please check your network topology and DHCP Server.
For troubleshooting, you may disable the Voucher Authentication for a test, check whether the wifi without portal configured could get Internet access successfully or not.
