Having a normal configuration:

Router --- Switch --- EAPs

Controller

Can I still connect an EAP and / or client as a dowstream AP of the controller using the free ethernet port? Or it can be done only directly via the switch or via other EAPs?
Are there any TP Link controllers with Downstream / Passthrough PoE?

So no, not yet to the downstream POE question of controllers.

Also the ports of the the OC200 at least are only 100M, which may be less than some of your APs are capable of. The 2-port OC200 is literally a pass-through L2 switch, so any Switch magic like ACLs and/or VLANs would apply to both ports as they are essentially unmanaged by the Omada solution.
