Can ER7206 support Policy based Routing VPN, so everything from a specific host, subnet or vlan is routed over VPN to remote site instead on local internet?

Yes, it supports.

The Local Network on the Controller allows you to select a different subnet within the LAN.
When you go to the Policy Routing settings screen, you can select the VPN (L2TP/PPTP) that has been successfully set up for the WAN.

No, unfortunately, neither IPsec nor OpenVPN are currently supported.
