Monitorandos os logs do equipamentos vemos um ip em especifico desconhecido tentando conecta na nossa VPN, e possivel criar uma regra e bloquear ?

Com base nesse mesmo cenario de rede, onde utilizando a VPN, quero limitar o acesso a somente um servidor, qual ordem da ACL que devemos  utilizar, a de permissão primeiramente ou de negação dos Host
