Have you consulted this matter with your ISP? As for now, you did not experience this issue until a power outage. The modem should reboot as well. Might be something changed on the ISP end.

If this worked before, and you did not have any changes recently, it should not be concluded to be the router's fault.

You can try to reboot the router again. See if it can correctly load everything up.
