You gotta check the IP address from the ISP modem.
If that's a public IP address, that's the end of the story. You basically cannot bypass that. Use another router and connect the router to the ISP modem. Get Internet. That's it.
When you need to access the modem settings page, which basically you never do after several times of configuring, you should set the WAN IP address to match the subnet of the ISP modem. Then access it.
If it is a private IP address, you should be able to access the ISP modem page directly in theory. If not, you should check the firewall settings on the ISP modem. Consult with the modem vendor if you cannot find it.
There is no way to work around this as far as I know. I also did search about this. I am facing the same issue at my home which is PPPoE and getting a public IP address on the router. But there is a private IP that can be used to access the modem page. I configured the modem and made sure it working great, then I switched the WAN from a static IP(to match the subnet) to the PPPoE and used the Internet. Never touched the modem page after I had finished the configuration of the modem. Leave it well enough alone.
