some 5GHz channels not available / reg domain

I'm new to the community and new to TPLink so sorry if I get the protocol wrong.
I was trying to set the channels for 5GHz in particular and can not see the higher ones (i.e. 149).
If you SSH onto the AP, iw shows the reg as DE but even DE should be able to see those channels. My other concern is in New Zealand channels 100 and up can use higher power and 149 and up even higher.
Even switching from 36 to 100 doesn't see any increase in signal strength on the client, which I would have expected. The AP is running on an external power supply rather than PoE as that seemed to improve 6GHz signal.
So I guess my questions are can you set the reg domain to access those channels? Will they use the extra power allowed if you do select them?

I guess that was kind of my question. I'm in New Zealand, but the AP looks to be set for Germany, is there some way in the Omada software to set the county code to New Zealand so I can access the correct channels?
