hello there , i have a  TL-R480T+ with 2 wans running two pppoe connections , i am trying to assign each wan to its own specific lan  without traffic interfering . as i will use the two lans on  a laptop top running speedify , running both lins at full cappacity without load balancing whatsoever ... thank you

This router supports Policy Routing which is used to address something like this. Each WAN matches each LAN.

But it does not aggregate the speed.
