I'm having almost the exact same problem (TL-WA7210N) except mine hovers around 15mbps.
My isp provides 50 mbps, and I get that speed from other devices on my network if I connect to my router's access point. That latter is turned off for testing the WA7210
This device is marketed to provide 150mbps, and I'm not getting anywhere near that. About ready to send the darned thing back.
