If I switsch on and VLAN ist "TAG" it is not possible to connect (unconnected)
When I deactivate the VLAN its connecting.

QoS knows how your traffic is, which is based on inserting a tag into the device.
If you have VPN traffic, that's not a QoS tag insert-able, so it cannot be recognized.
QoS tag is based on the protocol. You should make sure the traffic is not encrypted to the router so it can analyze the traffic based on their tag.
And in a network, you gotta make sure every network device can handle or pass on the QoS packet to the next device. If the QoS tag is removed on a device, that'll be regular traffic instead of being recognized as QoS traffic.
