@n0sh1t  i think you may be correct. how in the world am i not the master administrator? its been a few years sonce i set this up for the customer, but i am the only admin? i dont see any way to fix it either.. unless i factory reset.

  @n0sh1t thank you!.. that was it. had no idea, but for some reason we setup with the customers email rather than our company. so once we logged in with that and made some changes to rolses and such, i am able to upgrade now. thanks again
