I don't know how to set a specific IP address for the NTP server.

I am setting up an SG6428XHP without using a controller.
I set the Primary NTP Server and Secondary NTP Server from the GUI under "SYSTEM > System Time", but I can't set the specific IP addresses "172.16.254.252" or "172.16.255.252".
When setting up, I get the error "Invalid IP address."
I ran the following setting command from the CLI, but I get the error "NTP server 1 IP address/domain name is invalid. Error parameters."
(config)#system-time ntp UTC+09:00 172.16.254.252 172.16.255.252 12
I tried various IP addresses and was able to set 172.16.254.223 and 172.16.255.223, but was unable to set 172.16.254.224 or 172.16.255.224.
In summary, if the fourth octet of the IP address is a number greater than 224, it cannot be set.
Please tell me how to set 172.16.254.252 and 172.16.255.252 as the Primary NTP Server and Secondary NTP Server.

If you set 172.16.255.252 as the primary, and a regular public NTP server. Will it work?
I assume that this IP is not valid.

I was unable to set 172.16.255.252 as the Primary NTP Server.
Incidentally, I tried setting 192.168.1.252 and 192.168.2.252 as the NTP Server, but was unable to do so.
Specifically, when I enter an IP address in the "Primary NTP Server" or "Secondary NTP Server" input field and click "Apply", the message "Invalid IP address" is displayed and the settings are not applied.
Also, this time I would like to use an NTP server on the same network rather than a public NTP server.

Can you provide a screenshot of this while you are using the incognito mode or private mode with the browser?
We tested it with the same layer switch yet this is not reproduced on our device.
