TL-R480T+ Policy Routing not working

I need the router to route internal network 192.*.*.0/24 to an webapplication using an static IP on the internet for the webapp doesn't allow multiple Source IP's due to the loadbalancing. We configured Policy Routing, but to no afail. Followed instructions and tested with several different configs. Any suggestions?

Thank you for your post. Please confirm whether Load Balancing is enabled; if it isn’t, Policy Routing will not take effect.
Additionally, you can change the Service Type to “all,” which means all traffic for that subnet will use the WAN, not just HTTPs data.
Alternatively, change the destination to an IP group set to “any” and test again.
If it still doesn’t work, try rebooting the router or the relevant devices.

Tried all of that. Also tested with any any and checked the public IP. Still switching WAN. LB is on. Application routing on off. Nothing seems To do the trick. Rebooted device. Power cycle.
Any more suggestions?

Could you please describe your network topology in detail and explain exactly how you tested to confirm that it is not working as expected?
