ER6020 L2TP VPN can't connect

ER6020 L2TP VPN can't connect

Hello, I bought an ER6020 few days ago, and I tried to set up the VPN by the following link:

The one I followed is "7. How to configure a L2TP Server on TP-LINK Router"
I set the IP address pool with my local LAN IP subnet so that I can connect to the other devices on my LAN via VPN.
Below is my LAN setting:
Subnet 192.168.1.0/24
PN pooling: 192.168.1.11-192.168.1.30
DHCP: 192.168.1.51-192.168.1.100
Submask: 255.255.255.0
DNS: 8.8.8.8
then I set up the L2TP username and password, of course, Pre-shared key also.
After these setting, I went to IPsec policy page to enable the IPsec.
It seems all the settings are done, I try to connect it from my macbook with my 4G internet.
but the message shows that VPN Server not respond. Is there anything wrong with my settings?
