Configuring VLAN on TL-SL5428

I have a TL-SL5428 and I am trying to create a second VLAN and have ports 23, 24, and 28 on a second separate VLAN. The other ports are on the default VLAN 1. The web interface allows me to create the second VLAN and add the ports the I want in the second VLAN. However when I try to disable or remove the ports in question from the default VLAN (VLAN 1), I keep getting a popup indicating Data Invalid. I definitely want the three ports in their own separate VLAN and removed from the default VLAN. Is there a way to do this on this switch?
