Say I want to connect two: TL-SG1008PE switches together. One getting power from the power supply. One getting power from the other switch. Is this possible?

No. The TL-SG1008PE offers PoE+ outputs, but it cannot be powered itself over PoE (would require up to 140 watts :D). There are switches/routers on the market which allow to be powered over PoE, but those cannot provide PoE output ports then, except probably for one PoE passthrough port (the EdgeRouter-X for example, which also can work as a switch).
