Bandwidth Utilization graph adjustment

Good day all,
I would like to know if it is possible to adjust the ratio that the graph in the Bandwidth utilization somehow and let me make myself clear. Assuming a router hooked on a leased line with maximum DL speed of 4 MBps, even in the rare case that we have 100% utilisation of the downstream, the graph will try to set a point at 4%. 10% point of the graph is 26 pixels in our screens so marking 4% should put a point about 10 pixels above. In 1000 MBps ports things get disastrous.
So, it is understandable that , even though we may have some times that traffic can be on 40-60-80% due to other factors, this is not the usual case.
Do we have a workaround for this?
